Sproughton Parish Council

Sad News
It is with great sadness the parish council have learned of the death of Chris Marshall in early February after a long illness. Chris was a parish councillor for 15 months until January 2019 when ill health forced him to resign. As well as bringing a wealth of experience from the banking world, Chris was also responsible for organising the First World War Memorial Beacon lit in November 2018 in Sproughton.

Pigeon/Burstall Lane DC/19/00567
Although planning permission has been granted, we need to make sure that Pigeon/Felix Thornley Cobbold meets their obligations in respect to what detailed applications will follow in the future. A working group is to be formed to help this process. If you are interested in helping, please email [email protected]. Pigeon has put forward land for a village car park and community space in their application. Other suggestions include a village hall, park, community orchard and almshouses. Your suggestions will be put to the parish for a vote and then put to the developer.

Taylor Wimpey/Wolsey Grange Phase 2

Taylor Wimpey is planning to submit the application for Phase 2 in spring 2021.

The parish council will ask for an extension to ensure the parish has time to consider and respond to the application. The plans include building a further 750-800 houses in the Chantry Vale area over several years.

Neighbourhood Plan Update
The Neighbourhood Plan is now in draft format and has been sent to Ian Poole, the advisor to the parish council for its first review. The council has been successful in obtaining additional grant funding to complete the Neighbourhood Plan. It was hoped to hold an exhibition in early 2021 but this has been delayed because of the third lockdown. As soon as restrictions are lifted, leaflets will be delivered giving more details. An alternative would be a ‘virtual exhibition’ to bring parishioners up to date.

The Landscape Assessment, Site and Design Codes are also in draft format.
These form the backbone to and influence a considerable part of our plan.
The Neighbourhood Plan team is still working hard to produce a completed
plan before the end of 2021 to work alongside the new Joint Local Plan.

Babergh Joint Local Plan
The next stage is examination by the planning inspector and we have asked to speak on many points raised in the plan. We are awaiting a date for this next stage.

Solar Farm Planning Application
Two energy companies, ENSO and EDF, have submitted applications for solar farms on land in Burstall, Flowton, Elmsett, and Bramford and the parishes have some concerns. If you are interested in learning more about this or would like to comment, please email our parish clerk or put a comment on NextDoor and we can arrange a meeting via Zoom.

New Parish Council Members
The council welcomes anyone interested in becoming a parish councillor. Full meetings are held once a month with planning twice a month. These are currently online with Zoom. Any other offers of help are much appreciated.

Woodland by Poplar Lane
In 2020 the parish council learned that the woodland habitat by Poplar Lane had been removed. The Forestry Commission is now advising on
replacements for the trees removed.

There are two noticeboards for parish council information, one on the bus shelter wall opposite the Wild Man, another at the beginning of Collinsons on Hadleigh Road, and a third is planned at the Wolsey Grange site.
